  • Mayor of the City of Chambery (50.000 population). Councilor of the Region Rhone-Alps. Executive President of a housing Company (1977-1983)
  • Consultant with CEGOS for the World Bank and Head of Projects in public management and urban planning (1983-1989) :
  • At the Presidency of the  Republic of Cameroun,
  • At the City Hall of Dakar and at the Ministry of Decentralization of Senegal,
  • At the City Hall of Antananarivo and of Toamasina (Madagascar)
  • General Secretary of the   program « development and  solidarity » and the financing of “urban projects”  at CDC (1989-90)
  • CEO of « Urban planning  and development Agency » for Lille Métropole ( 1990 à 1999)
  • In charge of Urban development  with the French National Agency for Regional Planning,  DATAR  (1999 à 2003)

Head of the department « Cities -Transport-Environment » at the ENPC – Ecole Nationale des Ponts  et Chaussées (1999 à 2004).

He founded EDR with Jacques ROGER-MACHART in 2000 and operates as an active Associate consultant from 2004 on.
